Safety Officer

Job Description

The Safety Officer shall be responsible for overseeing and implementing Occupational Health and Safety (OHS) plans as well as best OHS standards in the construction stage project. S/he shall work closely with E&S personnel, Contractor’s supervisor and line departments of the project.

Key Responsibilities:

 

  • Conduct regular safety inspections, periodic internal audits, develop and implement corrective measures on-site.
  • Conduct hazard identification and risk assessment, and ensure SOPs, and JSA are adequately on-site.
  • Provide regular TBTs, job specific trainings to the workers, and safety inductions as required.
  • Ensure the robust implementation of emergency response plan, provide inductions and trainings/mock drills on the same.
  • Oversee the construction activities complying OHS aspects, and take necessary actions upon its violation.
  • Liaise with the project stakeholders, including the government officials, central, provincial, and local government authorities on OHS aspects/emergency response matters.
  • Lead the implementation of OHS safeguards plans, and principles on-site, and ensure proper documentation of the same.
  • Closely work with the engineering divisions to integrate OHS dimensions during the construction phase
  • Oversee the development of required OHS management plans/procedures, and make necessary amendments in the plans.
  • Conduct and/or actively involves in the weekly/monthly E&S/OHS meetings with contractor, and direct for the improvement on OHS aspects of the project.
  • Timely document and report the OHS issues to the line managers/relevant stakeholders, and to the head office project team.
  • Prepare monthly safety reports, and bi-annual OHS report; propose and implement corrective measures on-site.

Qualifications:

 

  • Bachelor’s Degree in Occupational Health and Safety, Engineering, or other closely related field. A diploma in OHS with additional years of experience in lieu of Bachelor’s degree is also accepted.
  • At least 2 years of professional experience in the hydropower projects and/or similar construction projects.
  • Prior knowledge and experiences in formulation and implementation of OHS plans and programs; knowledge on construction related safety protocols and hazards.
  • Project management skills: ability to plan, organize, direct, coordinate, execute, control and evaluate OHS aspects of the project; knowledge of project management tools- MS Word, Excel, Power point (crucial) etc.
  • Proficient in preparing Monthly OHS report, accident, and/or investigation report.
  • Fluent in written and spoken English.
  • Strong interpersonal skills.
  • Experience in the hydropower sector will be highly preferred.

Duty Station

  • The position will be based in project site office, Taplejung, Nepal.
